SUBJECT
An Ordinance adopting the Urban Deer Management Program and Managed Deer Hunt, in the City of Cape Girardeau, Missouri. 

EXECUTIVE SUMMARY

The attached ordinance amends Chapter 17 of the Code of Ordinances in the City of Cape Girardeau, Missouri, relating to Urban Deer Hunting. 

BACKGROUND/DISCUSSION

Following a presentation by staff during the January 23, 2023 City Council meeting, the Mayor and Council requested City Manager Dr. Haskin and staff provide a new Managed Hunt proposal for management of the urban deer herd in 2023. Staff has performed research and analysis of the 2021 and 2022 hunts.  In coordination with MDC staff, we have recommendations for next year's hunt to enhance the success of controlling the urban herd through a Managed Hunt. The recommendations are below for City Council for review. 

Recommendations for 2023 Managed Hunt are to expand hunt areas to include additional City properties. Additional, areas are displayed in the attached exhibit.

·         2396 St. Hwy 177 #1

·         Additional 8 acres added  to Twin Trees #1

·         Veterans Drive #1



FINANCIAL IMPACT
The financial impact is minimal and is limited to a small amount of staff time for oversight and administration of the program.

STAFF RECOMMENDATION
Staff recommends the City Council authorize staff to proceed with the recommended changes for a 2023 managed deer hunt under the rules established by the MDC.
