SUBJECT
An Ordinance adopting the Urban Deer Management Program and Managed Deer Hunt, in the City of Cape Girardeau, Missouri. 

EXECUTIVE SUMMARY

The attached ordinance amends Chapter 17 of the Code of Ordinances in the City of Cape Girardeau, Missouri, relating to Urban Deer Hunting. 

BACKGROUND/DISCUSSION

Citizen comments during the October 19, 2020 City Council meeting initiated Mayor Fox to request City Manager Meyer and staff to research the issue of the urban deer herd. Staff has performed research of both the issues involving the deer herd and, in coordination with MDC staff, have researched methods of controlling the urban herd which are being presented to the City Council for review. 

 

Bill 21-19 was introduced at the February 1, 2021, City Council Meeting. During the Study Session and during Public Appearances many concerns were discussed. When the Council took the item up for consideration,  four amendments were approved. The First Reading of Bill 21-19 was approved as Amended. The Amended Bill is attached.  The original Bill with the amendments highlighted is also attached for reference.  



FINANCIAL IMPACT
The financial impact is minimal and is limited to a small amount of staff time for oversight and administration of the program.

STAFF RECOMMENDATION
Staff is recommending a managed deer hunt under the rules established by the MDC.
