SUBJECT

A Resolution authorizing the City Manager to execute a Contract for Professional Services with Klingner & Associates, P.C. for the development of a marina feasibility study and best use of public land analysis, in the City of Cape Girardeau, Missouri.



EXECUTIVE SUMMARY

In October 2021, the City issued a Request for Proposal (RFP) for firms interested in assisting the City perform a marina feasibility study and best use of public land analysis.  The RFP solicitation received five (5) proposals which were reviewed by staff. Upon review, staff has recommended Klingner & Associates, P.C. as the preferred consultant for the project. The attached resolution authorizes the City Manager to execute a professional services agreement with Klingner & Associates, P.C. to conduct a marina feasibility study and best use of public land analysis.


BACKGROUND/DISCUSSION
In 2017, City officials adopted a Downtown Strategic Plan which has served as a roadmap for strategic investments into the City’s downtown core. Included in the plan is a call for investments into the riverfront area through the funding and construction of various public amenities designed to attract tourists, locals, and patrons to the City’s riverfront and downtown commerce.  Building from this plan, City leadership is interested in conducting a feasibility study for a marina with docking facilities. The marina is envisioned to be tailored toward smaller transient vessels with multiple docking facilities. The current area of interest for the marina location is north of the Century Casino along the Mississippi River adjacent to the Red Star neighborhood. The study is also to include an analysis of the best use of publicly-owned parcels located in the project area which were procured through FEMA flood buyout programs.

 

To fund this initiative, the City has partnered with the Department of Commerce’s Economic Development Administration office. Through a competitive process, the City was awarded a Technical Assistance grant to procure the necessary professional services to prepare the marina feasibility study and public land use analysis. The total budget for the development of this feasibility study and land use analysis is $75,000.



FINANCIAL IMPACT
City staff secured a Technical Assistance grant from the Economic Development Administration (EDA) to assist in the development of the study. The grant was awarded at an 80/20 rate with $60,000 being provided by the EDA and a $15,000 local match requirement. The local match will be provided through the Riverfront Development Fund.

STAFF RECOMMENDATION

Staff recommends the City Council, by motion, approve the attached resolution authorizing the City Manager to execute an agreement with Klingner & Associates, P.C. for the development of a marina feasibility study and best use of public land analysis.
