SUBJECT
A Motion to Accept the Improvements and Authorize Final Payment to Nip Kelley Equipment Company, Inc. for the 2020-2021 CIST Street Repair.
EXECUTIVE SUMMARY
The locations of the improvements in the original bid are: Louis St. from Montgomery St. to 525 Louis St., Sheridan Dr. from 126 Sheridan Dr. to 1749 Sheridan Dr., Sonnet Dr. from Amblewood Dr. to Parkmor Dr., Gina Dr. from Amblewood Dr. to Parkmor Dr., Koerber Dr. from Parksite Dr. to Dead End, N. Henderson Ave. from 1421 N. Henderson Ave. to 801 N. Henderson Ave., Lambert Dr. & Shirley Dr. Intersection., Juniper Dr. from 532 Juniper Dr. to Aspen Dr., Masters Dr. from David St. to 2538 Masters Dr., Marvin St. from 2550 Marvin St. to 2546 Marvin St., Melrose Ave. from Westwood Dr. to Delwin St., Patricia St. from Thomas Dr. to 1068 Patricia St. Locations added by Change Order were El Rio from 1732 to 1740, Southern Expressway at S. Sprigg, Lexington Avenue at Belleridge Pike, Shirley Drive/Lambert Drive intersection, and portions of Siemers Drive. The work on Sheridan Drive was removed from this contract and included in the TTF 2022 Concrete Street Repair contract.
The improvements consist of removing and replacing concrete streets as shown in the project plans, removal and replacement of portions of street, curb, and gutter, adjustments to existing manholes, inlets, and utility castings, all as described in the contract documents. The streets are located in various areas within the City of Cape Girardeau, Missouri.
BACKGROUND/DISCUSSION
The work was designed by City staff and publicly advertised. On October 20, 2020, five (5) bids were received; and the contract was awarded to Nip Kelley Equipment Company, Inc. for $763,122.00.
FINANCIAL IMPACT
The City has designated a portion of the Capital Improvement Sales Tax revenues to street repair. The 2020-2021 CIST Street Repair project was funded with Capital Improvement Sales Tax - General Improvements Fund.
SUSTAINABILITY: ECONOMIC, ENVIRONMENTAL AND SOCIAL IMPACTS The City is responsible for the routine maintenance of existing City streets and public alleys. This requires funding to be allotted for the cost of this maintenance work in the City's annual budget. This contract will use monies set aside in the Capital Improvement Sales Tax - General Improvements fund for these upgrades.
STAFF RECOMMENDATION
Staff recommends the City Council, by motion approve the improvements as presented and authorize final payment to Nip Kelley Equipment Co., Inc., for the 2020-2021 CIST Concrete Street Repair Project.
