SUBJECT
A Resolution authorizing the City Manager to execute a Demolition Contract with Steve's Hauling & Excavating, LLC, for the demolition of buildings located at 16 North Henderson Avenue, 1010 Jefferson Avenue, 543 South Pacific Street, and 1220 South Pacific Street, in the City of Cape Girardeau, Missouri.
EXECUTIVE SUMMARY
The attached resolution authorizes the City Manager to execute a contract for the demolition of four condemned buildings.
BACKGROUND/DISCUSSION
Certain buildings located at 16 North Henderson Avenue, 1010 Jefferson Avenue, 543 South Pacific Street, and 1220 South Pacific Street were declared "dangerous buildings" per Chapter 7, Article XIII of the City's Code of Ordinances. Pursuant to the Code, public hearings were held for 16 North Henderson Avenue, 1010 Jefferson Avenue, and 1220 South Pacific Street. The Building Supervisor issued an order to repair or demolish 16 North Henderson Avenue by April 14, 2022, 1010 Jefferson Avenue by March 15, 2022, and 1220 South Pacific Street by March 15, 2022. To date, none of the property owners have taken action to comply with their respective orders. 543 South Pacific Street did not go to hearing because it was declared an emergency by the Building Supervisor (collapsing roof and walls).
As provided for in the Code, the City may cause the buildings to be demolished and special tax bills issued for the costs of the demolitions. The City solicited bids for the demolition of the buildings. Five bids were received for each building. The bids ranged from $7,390.00 to $15,000.00 for 16 North Henderson Avenue, $5,200.00 to $13,000.00 for 1010 Jefferson Avenue, $5,400.00 to $15,000.00 for 543 South Pacific Street, and $5,800.00 to $12,600.00 for 1220 South Pacific Street. The low bidder for 16 North Henderson Avenue was disqualified because they failed to provide a lump sum bid as required by the bid notice. Steve's Hauling & Excavating, LLC was the next lowest bidder ($9,400.00). Steve's Hauling & Excavating, LLC was the low bidder for 1010 Jefferson Avenue, 543 South Pacific Street, and 1220 South Pacific Street ($5,200.00, $5,400.00, and $5,800.00, respectively). References have been submitted and approved. The demolition contract is attached, along with the tabulation of bids.
FINANCIAL IMPACT
The City will use funds from the condemnation budget to cover the costs of the demolitions. Special tax bills will be issued to recover the costs.
STAFF RECOMMENDATION
Staff recommends approval of the resolution authorizing the City Manager to execute the demolition contract for 16 North Henderson Avenue, 1010 Jefferson Avenue, 543 South Pacific Street, and 1220 South Pacific Street.
