SUBJECT
An Ordinance accepting one (1) Temporary Construction Easement and one (1) Permanent Access Easement from St. Andrew Lutheran Church, for the Pedestrian Improvements at US61 - Kingshighway & N Cape Rock - Maria Louise, in the City of Cape Girardeau, Missouri.
EXECUTIVE SUMMARY
The attached Ordinance accepts one (1) Temporary Construction Easement and one (1) Permanent Access Easement from St. Andrew Lutheran Church. The easements include a 477 square foot Temporary Construction Easement for purpose of connecting the sidewalk to the church parking lot and a 4,062 square foot Permanent Access Easement to enable the City to construct and maintain the sidewalk across an existing utility easement south of the church’s main driveway. The access easement will fall within the same footprint as the existing utility easement.
BACKGROUND/DISCUSSION
The City of Cape Girardeau was awarded and is utilizing a Transportation Alternatives Program (TAP) Grant, administered through MoDOT to design and construct the improvements.
FINANCIAL IMPACT All Easements have been donated. The total cost estimate for the project is $402,017.00. The Federal cost share for this project will be Sixty-Four (64) percent not to exceed $257,290.88. Any costs for the improvements which exceed this amount will be the responsibility of the City. The City will fund its cost portion from TTF5 Safety Funds ($144,726.12)
STAFF RECOMMENDATION
Staff recommends Council approve the attached Ordinance accepting one (1) Temporary Construction Easement and one (1) Permanent Access Easement from St. Andrew Lutheran Church, for the Pedestrian Improvements at US61 - Kingshighway & N Cape Rock - Maria Louise.
