3.A public hearing to consider a proposed amendment to Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, regarding Marijuana Facilities, Medical Marijuana Facilities, and Personal Cultivation of Marijuana.  (Item No. 13, BILL NO. 23-07)
Consent Agenda

The Consent Agenda is a meeting method to make City Council meetings more efficient and meaningful to the members of the audience. All matters listed within the Consent Agenda have been distributed to each member of the Cape Girardeau City Council for reading and study, are considered to be routine, and will be enacted by one motion of the council with no separate discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by request of a member of the City Council.

BILL NO. 23-01, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of property located at 2854 Cape LaCroix Road, in the City and County of Cape Girardeau, Missouri, from R-1 to R-4. Second and Third Readings.

BILL NO. 23-02, an Ordinance imposing a sales tax at a rate of three percent on all tangible personal property retail sales of adult use marijuana sold in the City of Cape Girardeau, Missouri, and providing for the submission of the proposal authorizing such tax to the qualified voters of the City at the General Municipal Election to be held on April 4, 2023, and directing the City Clerk to provide notice of said election.  Second and Third Readings.

BILL NO. 23-03, a Resolution authorizing an application to the Missouri Department of Transportation for the Highway Safety Program Grant for DWI enforcement, and authorizing the City Manager to execute all necessary grant documents. Reading and passage. POLICE - Wes Blair

The Mayor and Council Members will not engage or answer questions during the speaker's time at the podium. The timer will sound at the end of the speaker's time.
